Monrovia Substation Construction & Commissioning Program (MSCCP): The Monrovia Substation Construction & Commissioning Program (MSCCP) is designed to expand electricity access and improve network reliability in fast-growing but underserved areas of Greater Monrovia. The program covers the construction, equipping, and commissioning of three new primary substations strategically located at Monrovia Industrial Park, Fendell, and Po River. These nodes are essential for supporting industrial expansion, new residential developments, and extensions of the 66 kV transmission network. Each substation includes complete engineering design, construction of foundations and control buildings, installation of transformers and switchgear, busbar systems, protection and control panels, auxiliary systems, cabling, and full SCADA integration. The program also covers procurement of all primary and secondary equipment, transmission line gantries, and interconnection materials. Civil and structural works include drainage systems, fencing, earthing grids, access roads, cable trenches, and tower/gantry foundations. Electrical works include equipment installation, interconnection, testing, and energization of new transmission line terminations into each substation. Testing and commissioning include FAT/SAT, HV tests, relay settings, SCADA integration, performance validation, and handover. Once completed, MSCCP will strengthen power supply, reduce outages, support industrial growth, and extend reliable electricity access to new urban and peri-urban communities.
