High-Performance Computing (HPC) resources are powerful yet limited and must be utilized efficiently and responsibly. Without effective tracking, monitoring, and accountability, unused or misallocated CPU hours can negatively impact shared computing environments. Manually managing multiple users, tracking resource usage, generating usage-based billing, and updating account data is time-consuming and prone to errors, resulting in significant administrative overhead. These challenges affect the ability of HPC centers to accommodate large numbers of users and operate efficiently without incurring additional operational costs.
We present UMS with Billing, a modular solution for unified user account management, integration with resource managers, and automated usage-based bill generation within a single integrated environment. The system connects to existing LDAP directories to manage users, create accounts, and configure Quality of Service (QoS) in resource managers such as Slurm, PBS, and Flux. It collects scheduling and usage logs and automatically generates detailed billing records for each user, ensuring accurate and transparent accounting of compute resource usage.
To simplify system operation, UMS with Billing provides an intuitive web-based interface. Administrators can manage user accounts, QoS policies, associations, reconcile usage logs, and handle billing requests. End users can log in to view their resource usage, track debits and credits of computing resources, and download billing invoices.
By automating reconciliation and billing processes, UMS with Billing significantly reduces administrative effort, minimizes financial risks, and improves transparency. The platform enhances financial oversight and user experience for both system administrators and HPC users, making it well suited for modern multi-tenant HPC and data center environments.
