Project Pitch
The STMA project is an integrated road and drainage project aimed at addressing poor city transport and road infrastructure and recurrent flooding, resulting in US$15 million annual losses to the third-largest city in Ghana. The project, when implemented, will provide connector roads linking the city and improving access to the Port, Airport, Markets, and other essential services, and flood resilience of the city. The road component covers rehabilitation of about 40km of road and the drainage component covers primary and secondary drains construction and rehabilitation, including nature-based solutions in several areas of the city.
This is a public project to be implemented and managed by the Department of Urban Roads and the Ghana Hydrological Authority under the Ministry of Roads and Highways and the Ministry of Works, Housing, and Water Resources. A comprehensive bankable feasibility study with economic analysis is being developed and will be ready in April 2026. Thus, the Government of Ghana will be seeking financing, possibly blended, for the project upon completion of the study.
Team
The GCIEP Ghana team is led by the Country Lead, supported by the Country Manager and Urban Lead forming the Country Management Team for Urban Portfolio. The Urban Lead leads a team of experts including engineers (road, drainage, water, & sanitary), quantity surveyors, environmental and gender equality, disability, and social inclusion experts, institutional experts, finance experts, nature-based solution experts, and flood modellers.
The team collectively develop the feasibility studies for road, drainage, water, and sanitation infrastructure collaborating with the Government of Ghana and connecting the government with potential financiers (grants and highly concessional loans) to ensure that the feasibility study is brought to financial closure.
