TARC - Trade Acceleration by Regional Connectivity

Budget Request for Establishment and Operationalization of TARC Ltd in Ghana for ECOWAS Region (2026-2030).

The above subject matter refers, in coordination with EIB (Global Gateway Initiative) This memorandum seeks approval for budget allocation to support the establishment of Trans Africa Railway Corporation (TARC) Ltd from scratch in Ghana, serving the Economic Community of West African States (ECOWAS) region. TARC aims to develop high-tech mobility solutions, including a high-speed railway network connecting African capitals and commercial centers, with a focus on facilitating the movement of goods, services, and people within ECOWAS to reduce transport costs, enhance connectivity, and align with the African Continental Free Trade Area (AfCFTA) objectives. The initiative will commence with a Technical Feasibility Study (TFS) in 2026, followed by operational buildup from 2026 to 2030. Total $12.5m.
