Development of the Volta Lake Inland Water Transport System (VLIWTS)
The development of the Volta Lake Inland Water Transport System aims to modernize a critical logistics corridor linking southern and northern Ghana, reducing transport costs, road congestion, and infrastructure deterioration. The project supports national multimodality objectives set out in the National Transport Policy and the Integrated Transport Plan, and strengthens the economic integration of landlocked regions. It will capture a substantial share of freight and passenger traffic—estimated at up to 4.2 million tonnes in 2025 and 8 million tonnes in 2035—thereby facilitating domestic trade and transit flows toward Burkina Faso, Mali, and Niger. The project also contributes to enhanced safety, environmental sustainability, tourism development, and improved regional trade facilitation. Planned interventions include:
- Development and rehabilitation of port infrastructure at Akosombo, Buipe, Mpakadan and Debre, including ramps, terminals, warehouses and modern cargo handling equipment.
- Improvement of landing sites in major lakeside communities (Adawso, Agordeke, Kete Krachi, Yeji, Makango, Dambai), with upgrades to ramps, passenger shelters, access roads and safety equipment.
- Enhancement of navigability, notably the removal of submerged tree stumps, channel marking, upgrading of navigation systems, and strengthened risk management measures (VTMIS, Naval Task Forces).
- Acquisition and modernization of the fleet, including cargo barges, passenger ferries, tugboats and specialized vessels, to ensure safe and efficient freight, passenger and regional transit services.
- Development of complementary infrastructure, particularly a multimodal terminal in Mpakadan connected to the Tema–Mpakadan–Ouagadougou railway line.
