Joel Abraham is the Executive Director of the Asia Pacific Regulatory Centre. In this role, Joel works across governments and international partners to design forward-looking frameworks that connect innovation, sustainability, and inclusive growth. His approach bridges policy and practicality ensuring that transformation isn’t just promised, but proven. The APRC also carries out extensive capacity building work for young competition and regulatory agencies across the region. He has vast experience in competition policy across the Pacific, including having been Chief Executive Officer of the Fijian Competition and Consumer Commission from 2016 to 2025. In this role, he led the transformation of the FCCC into a leading regulatory body in Fiji, and spearheaded major regulatory reforms across a range of key industries. He earned a Bachelor of Commerce in Accounting and Economics from the University of the South Pacific and holds five postgraduate qualifications in Public Law, Climate Change, International Relations and Diplomacy, and Professional Accounting.
