Situation & Approach:
Deecon worked with Stantec to manage an integrated alliance of eight delivery partners to deliver £2.5bn of asset improvements for Thames Water and its customers during the Asset Management Plan 6 (AMP6) water industry regulatory period, from 2015-2020.
Deecon facilitated the Programme Management Office (PMO), ensuring that alliance partner delivery was aligned with Thames Water’s business plan.
During the 5-year AMP6 period, circa 500 projects were programmed. Within each programme, delivery partners were held accountable by the PMO to ensure key metrics were satisfied. This involved identifying and mitigating risks. For instance, we identified that an agreed programme would not meet National Environment Programme targets which could have resulted in fines over £20m.
Additionally, Deecon reviewed Thames Water’s policies and reported against required metrics to ensure that policy goals were met. For the Ofwat Outcome Delivery Incentives (ODI), we provided high-level and detailed reporting of progress over the regulatory period against all 55 of the performance commitments. This was aligned with delivering a strategy to invest in resilient systems and assets, to deliver customer engagement, and to generate public value.
Results:
Deecon’s long-term project management delivered exceptional results. To align with regulatory requirements, Deecon devised a recovery programme that ensured 60 months of delivery was delivered completed in 18 months. Overall, this project supported Thames Water in meeting its AMP6 goals.
