Situation and Approach:
Freedom Group were undertaking a project for the Environment Agency (EA) to upgrade two connected pumping stations in Cambridgeshire. Deecon were engaged during the part completion of one station and the design stage of the second station. This was due to the project having been delayed by 18 months, being circa 50% complete with a contract cost increase of 200%.
Deecon had two objectives: to restart the project, and to overcome the withholding of payments our customer was exposed to, due to the project being under a NEC Target Cost contract with 100% pain.
We deployed a Commercial team and an Engineering and Construction Contract (ECC) Project Manager to takeover duties previously conducted by the client’s personnel who had left midway during the project.
Results:
Our proactive approach to dissecting the works information in the NEC ECC contract delivered enhanced business benefits to Freedom by improving contractual clarity and supplier relationships.
Deecon successfully justified project continuation by producing and submitting a robust project plan to the EA. This allowed Freedom Group to recover their costs, receive 6 months of no payment and restart the project. Furthermore, Deecon’s extensive internal cost audit led to 90% of disallowed costs being recovered and the withheld payments being repaid in just 8 weeks.
