Situation & Approach:
Deecon were engaged by Bristol Water to facilitate the procurement of their AMP6 Network Maintenance contract delivery partners. Deecon worked in an integrated business team with Bristol Water staff to deliver the 9-month OJEU tender process, commercial strategy and PMO functions of the engagement, in addition to supporting the design of the AMP7 contract.
Deecon compiled the ITT and assured all constituent tender documentation. We produced pricing models to capture commercial bids, alongside extensive commercial analysis of how Bristol Water could better align their business processes to industry best practices. This commercial analysis process involved the layering of multi-lot adjustment factors and detailed analyses of productivity, labour, plant, materials and model jobs, to produce an ideal supply chain profile to suit Bristol Water’s aims and ensure compliance with OJEU.
During the tender, we harnessed our in-house proprietary data consolidation tool, the Deecon Core, to offer in-depth pricing analysis to both Bristol Water and the tenderers throughout multiple clarification sessions and the BAFO process.
Results
Deecon’s rigorous commercial and technical sourcing strategy elicited a Most Economically Advantageous Tender which represented a significant cost reduction in AMP7 costs compared to AMP6 costs.
