A presentation on the Department of the Navy Small Business Innovation Research/Small Business Technology Transfer (SBIR/STTR) Programs. The Navy's SBIR/STTR Programs are targeted at addressing the needs and areas of interest to the Navy and its System Commands (SYSCOMS). These programs are primarily mission-oriented, providing small businesses with the opportunity to become part of the national technology base that can feed both the military and private sectors of the nation.

NAVSEA’s vision and mandate to expand our Navy’s competitive military advantage over our competitors remains unchanged! The NAVSEA Office of Small Business Programs (OSBP) serves as the principal advisor to NAVSEA leadership on all matters related to small business and is the lead advocate for small business participation in NAVSEA contracting opportunities. We work closely with our Program Executive Offices (PEOs), Directorates and Field Activities, including our Deputy Program Managers (DPMs) who are designated as “Small Business Advocates” to efficiently maintain a fleet of nearly 300 ships, systems and support infrastructure. The NAVSEA OSBP participates in acquisition portfolio reviews, assist with market research, track small business contracting goals, and review all purchase requirements to determine possible opportunities for small business participation. We encourage early engagement by our requirement holders in order to facilitate successful contracting strategies that include small business participation and resolve barriers preventing small business opportunities. NAVSEA recognizes the value of small business, therefore engagement with industry is important to achieving NAVSEA’s acquisition goals. The NAVSEA OSBP reaches out to small businesses to understand the products and services available to NAVSEA. We disseminate a Long Range Acquisition Forecast (LRAF) and host small business forums to communicate our contracting opportunities to the small business community, which includes veteran-owned, service-disabled veteran owned, HUBZone, small disadvantaged, and women-owned small business enterprises.
