The Rhode Island Executive Office of Health and Human Services has embarked on a transformative journey to enhance the state's Medicaid enterprise system through a meticulously planned and executed procurement phase. This session will delve into the strategic and tactical approaches to ensure a seamless and efficient procurement process, ultimately driving the success of the overall project.

The procurement phase of the RI OASIS project is critical in laying the foundation for the integration of multiple vendors and the implementation of core and provider modules. The approach is centered around robust planning, comprehensive vendor management, and continuous advisory support. Key strategies include:

• Multi-Vendor Management: EOHHS has developed a scalable PMO framework to support the onboarding and management of multiple vendors. This includes integrated schedule management, procurement schedules, and multi-vendor onboarding processes.

• Comprehensive Procurement Planning: The OASIS PMO has ensured proper planning of the modules in a stepwise fashion, addressing overlaps in procurement activities and increasing complexities, while building on the foundations laid in from procurement to procurement. This involves detailed procurement schedules and repositories to manage the entire process efficiently.

• Ongoing Advisory Support: The OASIS PMO provides continuous advisory support to RI MES and new modular vendors, ensuring effective program-wide management oversight. This includes post-procurement advisory support to address any emerging issues and maintain control over scope, cost, schedule, and performance.

• Risk and Issue Management: The OASIS PMO is equipped to handle the increased program and project-level activities, reducing program risk and issues through proactive management and oversight.

• Stakeholder Engagement: EOHHS emphasized the importance of stakeholder engagement and transformation change impact analysis to ensure all parties are aligned and informed throughout the procurement phase.

• Cooperative Procurement: EOHHS has leveraged the NASPO cooperative procurement model to streamline the procurement process and foster competition. This approach allows the agency to pre-clear a set of vendors, standardize the bidding process, and decompose complex scopes of work into smaller components, enabling more vendors to participate and reducing administrative burdens.
