INTEGRATED TOURISM FACILITYProject description Spread across Central Malawi, the highlands along Lake Malawi’s shores, and the central shoreline, the Salima-Dowa-Kirk Range-Lilongwe Node boasts one of the greatest geographic diversities among Malawi’s Tourism Nodes. This region offers a unique and balanced blend of lake- based, nature- based and cultural tourism experiences. Senga Bay, where Salima lies, is the closest Lake Malawi resort area to Lilongwe, situated about 120 km to the east by road, and is already established as a popular weekend retreat and conference venue for residents of the capital. Promoted by the Ministry of Tourism, the project aims to develop an inclusive tourism facility, offering relaxation, business, shopping and entertainment to guests and visitors. This initiative will enhance the quality of life and living standards for communities in and around Salima, while also working towards transforming Salima town into a city. To achieve this, the project will provide top-notch tourism products featuring: Accommodation Options: Adequate lodging facilities catering to various tourist categories Business and Events: Convention Centre for corporate meetings Leisure and Recreation: Sporting Complex, Shopping Complex, and Casino and Entertainment Centre Community Engagement: Corporate social responsibilities, including employment, income-generating activities, and procurement of local products Operations and Maintenance: High-quality facility management and maintenance services Financial requirements Total project costs are estimated at EUR38.8 Million (US$43.29 Million) Financial feasibility Capital Expenditure Requirement: EUR38.8 Million (US$43.29 Million) Net Present Value: EUR56 Million (US$62.66 Million) (for traditional procurement) Internal Rate of Return: 12.4% Payback Period: 9 years Proposed investment model The Government intends to develop this project through a Design-Build-Finance-Operate-Maintain-Transfer (DBFOMT) Public-Private Partnership (PPP) model.
