About me

Phil has been working on causal inference and program evaluation for his entire career, spanning government, academia and private sector. He started his career in program evaluation with the Canadian government. He completed his PhD at McMaster University in 2012, focusing on measuring the causal effects of Canadian education programs. After his PhD, he was a Research Associate at the University of New Brunswick, where he evaluated provincial education and health programs as well as teaching applied econometrics and labour economics. For four years, he was the Uganda Country Director for Laterite, a private evaluation and data collection consultancy. He has been with One Acre Fund for over a year and has contributed significantly to accurate measurement of One Acre Fund’s impact on smallholder farmers.
